The budget debate begins in Parliament Friday with Opposition Leader Dr Keith Rowley promising some "bombshells" in his reply to the budget.
Rowley has nearly two and a half hours for his presentation, which is supposed to focus on measures announced Monday by Finance Minister Winston Dookeran.
Media reports cite unnamed sources as saying that Rowley is expected to focus on the impact of the State of Emergency on the business environment as well as its negative effects on trade union and political activity.
The PNM is opposed to the emergency measures and Rowley has called on the government to end it, stating that there is no real justification given for it.
The Express newspaper said its sources have said Rowley "is also likely to point out there is a lack of review and accounting for the measures of last year and how their success and failure would have influenced the choices for the 2010 budget."
The paper said the Opposition leader is also expected to deal with the Property Tax issue.
He is also likely to discuss the controversy over Jack Warner with respect a video leaked on Wednesday with Warner speaking at a Caribbean Football Union (CFU) meeting in Port of Spain in May as well as the resignation of Eric St Cyr as chairman of the Integrity Commission.
